Yes — recovery work is a large share of what we do. We start with a short independent assessment: what is actually complete, what the vendor still owes, where the data really stands, and which risks are being carried silently. You get a written recovery plan with options and cost implications, usually inside three weeks.

Usually we work alongside them. Internal staff know the politics, the people, and the history; we bring delivery discipline, vendor leverage, and time. On smaller engagements we do act as the fractional program manager of record.

We are an approved vendor on OregonBuys, TriMet TRIP$, City of Portland, and PPS PlanetBids, and we can support cooperative purchasing or sole‑source justification documentation where it applies. We are also comfortable working inside a fixed fiscal‑year budget envelope.

It depends on program size and how much of the delivery you want us to own. Most clients start with a fixed‑fee assessment, then move to a monthly retainer sized to the program. We will give you a written scope and price before any work begins.
